Creates a PostponableStart extension init value for a Raydium CLMM bucket — the CLMM counterpart of createPostponableStart, for use with addRaydiumClmmBucketV2Extensions (postponed via postponeStartRaydiumClmmBucketV2).
Parameters

  maxPostpones?: number;

  - Optional delayBudgetSeconds?: number
    
    Total seconds of delay budget available across all postpones (default DEFAULT_POSTPONE_DELAY_BUDGET_SECONDS)
  - Optional maxPostpones?: number
    
    Max number of postpones allowed (default DEFAULT_POSTPONE_MAX_POSTPONES)
